Prevent requisition of farmland in the name of constructing a new countryside

防止以新农村建设等名义占用耕地

新华社北京3月18日电（记者陈玉明）国土资源部部长孙文盛18日表示，在新农村建设中，要严格保护耕地特别是基本农田，防止以新农村建设等名义大拆大建占用耕地；要加强村镇建设用地管理，大力推进节约集约用地；要严格征地管理，维护被征地农民的合法权益。

Xinhua News Agency, Beijing, March 18 - (Reporter Chen Yuming): On 18 March, Minister for National Territories and Resources Sun Wensheng indicated that in the new rural reconstruction, arable land must be strictly protected. In particular, large scale demolition and construction and requisi­tion­ing of basic farmland in the name of new rural reconstruction etc., must be prevented; administration of land for construction use in villages and small towns must be strengthened, and intensive concentration and use vigorously advanced; requisitioning must be strictly administered, and the legitimate rights and interests of the peasants from whom the land is requisitioned maintained.

孙文盛强调，要杜绝新农村建设中先用后批、边用边批、批少用多等违法违规用地行为，严肃查处土地违法案件，坚决制止“以租代征”、以预审代替审批等违法违规用地行为。

Sun Wensheng stressed that, in the new rural reconstruction, actions contrary to law and regulations—like first using then approving, using while approving etc—must cease, and illegal land cases must be seriously investigated. Likewise, “leasing in place of requisitioning” and “preliminary approval in place of examination and approval,” etc., must be resolutely stopped.

要严格落实耕地“占一补一”制度，鼓励被占用耕地表土剥离利用，新开垦的耕地要充分利用剥离的耕作层土壤，所需费用可列入项目预算。

The system of “compensation on occupation” of farm land must be strictly carried out, and the stripping topsoil and plowing to make full use of occupied farmland, including newly opened wasteland, should be encouraged. The necessary expenses may be included in the project budget.

孙文盛说，“十一五”期间，各省（自治区、直辖市）特别是粮食主产区，要以县（市、区）为单位，重点开展百个基本农田保护示范区建设，以示范区建设带动基本农田保护工作的全面加强。以土地整理促进基本农田建设，促进农田水利等基础设施建设，促进有条件的地方迁村并点和旧村改造。
