常宝国： “房产新政 ” 离我们再近一些 Chang Baoguo
谈到房子，“我都郁闷了一辈子了。”在采访中，51岁的首钢内退职工刘和平不时给记者重复这句话。
Talking about housing, Liu Heping, a 51 year-old Beijing Steel Corporation retiree repeatedly told me in our interview, “I’ve spent my life depressed about it.”
他1971年当兵，1974年回北京，现在和母亲、爱人和孩子一家四口住在宣武区牛街一幢3层简易楼的14平方米房子里。一层6户人家，近30人，每天早上挤着去卫生间，情况之糟糕可想而知。他说，去年内退，每月收入650元。爱人也内退，每月500元。孩子24岁，民办大学毕业后在家，没有工作。平时买最便宜的菜，而且“我们两口子至少已有10年不看病。”
He became a soldier in 1971, returned to Beijing in 1974, and his family of four—he and mother, spouse and children—lives in third floor apartment of 14 square meters in an economic building on Ox Street, Xuanwu District. On his floor there are six other households, totaling nearly 30 people, where the situation, with bathrooms crowded every morning, is imaginably bad. Since retiring last year, he says, his monthly income is 650 yuan. His wife also retired on 500 yuan. Their 24 year old child, after graduating from a private university, has stayed at home unemployed. They usually buy the cheapest vegetable, moreover “We two haven’t seen a doctor for at least 10 years.”
老刘说现在因为简易楼要拆迁，一平方米补7000元，必须要自己重新解决住房问题了。离报国寺练摊的地方近一点的，牛街这儿，新楼要7000元每平方米，根本买不起。“南四环的新发地，二手房4000元一平方米，目前还是接受不了。”
Lao Liu said they must now relocate because the apartments are to be demolished; they got 7,000 yuan p. sq. m. compensation but they have to solve their housing problem by themselves. New apartments here in
天热，老刘跟房屋中介看房子，自行车胎都骑爆了几次。老刘表示，政府近期控制炒房跟他们关系毕竟不是很大。“政策还是要离我们再近一些。”
On a hot day, Lao Liu goes with an agent to look at apartments, his bike tires bursting several times. Lao Liu indicated that the government’s recent controls on housing speculation have no great relevance to them in the end. “The policy needs to get a bit closer to us.”
对他们来说，也许更需要的是以前3.05元每平方米的廉租房，或回迁，或异地安置之类更接近城市“穷人”的一些政策。
What is more needed in their case, perhaps, are some policies of greater relevance for “the poor” like cheap rental housing which used to be available at 3.05 Yuan p. sq. m., or moving back, or settlement in a different place, etc..
